If its a GSM device then it should be working via your GSM 3G or 4G when not connected to the network.

Here are links to the equipment you need:
1) A Powered USB Hub, 4-port is best for portability. It must be powered from an external power supply or the adapters will not work.
2) An official Apple Lightening to USB adapter. It only works with the Apple Adapter, there are cheaper alternative but they are really for charging and won't work as Bi-Directional ports which you need for this project to work.
3) An Official Apple USB to LAN Network adapter, I have only tested this setup with the official Apple Lan Adapter so I can't vouch that any others will work.
